Selectmen Meeting Minutes 01-24-08 Budget
The Board of Selectmen held a budget deliberation meeting on Thursday, January 24, 2008 at the Multi-Purpose Building, Riverside Road, Sandy Hook, CT.   First Selectman Borst called the meeting to order at 7:30 p.m.

PRESENT:        First Selectman Joseph Borst, Selectman Paul Mangiafico, Selectman Herbert Rosenthal

ALSO PRESENT:  Finance Director Ben Spragg, Legislative Council members Jeff Capeci,  Dan Amaral, Jan Brookes, Chris Lyddy, several town department heads and members of organizations, one member of press


2008/2009 BUDGET

Account 740 EDC
Town Planner Elizabeth Stocker, EDC Chairman Chet Hopper and EDC member Robert Morey were present.
        Selectman Rosenthal moved Account 740 EDC in the amount of $35,000.  Motion seconded and unanimously carried.

Account 360 Building Department
Selectman Rosenthal moved Account 460 Building Department in the amount of $322,509.  Motion seconded and unanimously carried.

Account 490 Land Use
Land Use Director George Benson was present.
Selectman Rosenthal moved Account 490 Land Use in the amount of $565,812.  Motion seconded and unanimously carried.

Account 500 Highway Department
Public Works Director Fred Hurley and Town Engineer Ron Bolmer were present.
        Selectman Borst moved Account 500 Highway in the amount of $7,554,763.  Motion seconded.
        Selectman Rosenthal moved to AMEND by decreasing line 500-5080 Capital Equipment to $354,700.  Motion seconded and unanimously carried.  This reduces the two dump trucks from $370,000 to $330,000; eliminates the road grader for $250,000; eliminates the tractor with mower for $120,000; reduces the reconstruction of the excavator from $15,000 to $10,000; eliminates the track loader for $75,000; and eliminates the one ton van replacement for $50,000.  
        Selectman Mangiafico moved to AMEND by decreasing line 500-5081 Capital Road Improvement to $1,775,000.  Motion seconded and unanimously carried.
        Selectman Mangiafico moved to AMEND by decreasing line 500-1002 Administration to $421,704.  Motion seconded and unanimously carried. This will eliminate the salary for an Assistant Town Engineer (new position).

Account 510 Winter Maintenance
Selectman Rosenthal moved Account 510 Winter Maintenance in the amount of $485,000.  Motion seconded and unanimously carried.

Account 515 Landfill (Transfer Station)
Selectman Rosenthal moved Account 515 Landfill in the amount of $1,424,330. Motion seconded and unanimously carried.

Account 650 Public Building Maintenance
Selectman Rosenthal moved Account 650 Public Buildings in the amount of $904,778.  Motion seconded.
        Selectman Rosenthal moved to AMEND by decreasing line 650-4060 Contractual Services to $245,000.   Motion seconded and unanimously carried.
        Selectman Mangiafico moved to AMEND by decreasing line 650-5080 Capital to $77,000. Motion seconded and unanimously carried.  This reduces Phase II Building Improvements for the Senior Sun Room to $50,000 and reduces the Day Care extension and yard improvements to $20,000.  
MAIN MOTION AS AMENDED ($729,778) UNANIMOUSLY CARRIED.

Account 710 Car Pool
Selectman Rosenthal moved Account 710 Car Pool in the amount of $60,000.  Motion seconded.
        Selectman Rosenthal moved to AMEND by reducing line 710-5080 New Cars to $28,000.  Motion seconded and unanimously carried.  This will eliminate replacing the 1997 Ford Taurus.
MAIN MOTION AS AMENDED ($33,000) UNANIMOUSLY CARRIED.

Account 550 Parks & Recreation
Parks Director Barbara Kasbarian, Asst. Director Carl Samuelson, Parks & Recreation Commission Chairman Ed Marks and Commission member P. J. Yoakum were present.
        Selectman Rosenthal moved Account 550 Parks & Recreation in the amount of $2,270,928.  Motion seconded.
        Selectman Rosenthal moved to AMEND by decreasing line 500-5080 Capital to $368,283.  Motion seconded and unanimously carried.   This eliminates the one ton truck for $78,000; the two Z-mowers for $40,000; the Treadwell Field Backstop at $25,000; the Dickinson Town Park Master Plan at $35,000; the Skate Park at $25,000; and the concrete pad at FHH Baseball Field for $20,000.
        Selectman Rsoenthal moved to AMEND by decreasing line 500-1004 Park Maintainer Salaries to $375,581.  Motion seconded and unanimously carried.  This reduces the request for a new maintainer to be hired in March, not for a full year.
MAIN MOTION AS AMENDED ($2,021,928) UNANIMOUSLY CARRIED.

Account 670 Library
Board of Trustees Chairman Judge William Lavery, Trustees Kelly Urso and Peter Marshall were present.
        Selectman Rosenthal moved Account 670 Library in the amount of $1,022,317.  Motion seconded.
        Selectman Mangiafico moved to AMEND by decreasing Account 670 Library to $1,007,953.  Motion seconded and carried:  2 YES (Mangiafico, Rosenthal) – 1 NO (Borst)
MAIN MOTION AS AMENDED ($1,007,953) CARRIED:  2 YES (Mangiafico, Rosenthal) – 1 NO (Borst)

Account 230 Town Hall Managers
Board of Managers Chairman Jay Gill was present.
        Selectman Borst moved Account 230 Town Hall Managers in the amount of $240,000 (reduced from the original request of $790,000).  Motion seconded and unanimously carried.

Account 870 Fairfield Hills
Fairfield Hills Authority member John Reed was present.
        Selectman Rosenthal moved Account 870 Fairfield in the amount of $525,000.  Motion seconded.
        Selectman Mangiafico moved to amend by decreasing Account 870 to $515,240.  Motion seconded.
MAIN MOTION AS AMENDED ($515,240) UNANIMOUSLY CARRIED.

Meeting adjourned at 12:15 a.m.  Another budget deliberation meeting will be scheduled for Thursday, January 31, 2008 to finalize.
